It's an interesting theory, but I can't see it ever coming to fruition. I completely agree that the State competitions lack the attendance of the Nationals, but in my opinion, if we want more bands at the States, they need to make them more attractive somehow. If this rule were set in place, all I see happening is fewer bands attending the Nationals, which is exactly the opposite of what it's meant to do.

Exclusion from one thing is never a good incentive for something else. For example, if my employer decided they would stop supplying coffee unless I worked overtime for free, I'd stop drinking coffee. I have been in a few band situations over the years where exclusion rules were put in place, and they were always retracted soon after. They just don't work.
